Edwards

Edwards would require parents to provide insurance for their children under 21, and would provide income-based tax credits to assist some families.

To cover adults, he would give them access to CHIP (Children's Health Insurance Program), making this free for families below the poverty line, and subsidizing it for families with incomes up to 250% of that threshold.

Edwards would create state purchasing pools for small businesses with 50 or fewer employees to purchase health insurance for their employees.

Kerry

Kerry's plan would give any American the option to buy into the Federal Employees Health Care Benefits program (the same health plan available to many federal workers, including members of Congress), and use tax incentives to ensure it is affordable.

Kerry would have the Federal government pick up the Medicaid or CHIP tab for almost all uninsured children under 18.
